BharatNet’s Requirement

BSNL, under the BharatNet programme of the Department of
Telecommunications (DoT), planned the establishment of a
Smart Mini Data Centre (Edge DC) at its BharatNet SNOC
facility in Jammu & Kashmir to support middle-mile network
operations. The requirement focused on deploying a rack-
based, modular, and monitored data center solution capable
of supporting critical ICT equipment with high availability,
precision cooling, intelligent power distribution, environmental
monitoring, fire safety, and long-term operational reliability—
while accommodating site constraints identified during the site
survey phase.

To power this, CSCL, via BEL, sought a high- performance Video Wall solution covering design, supply, installation, integration, testing, commissioning, Go-Live, and five-year warranty.

Project Objectives

  • Deploy a rack-based Mini Data Centre supporting an IT load of 40 kW with N+1 redundancy.
  • Ensure continuous 24×7 operations through integrated power, cooling, and monitoring systems.
  • Enable centralized monitoring using sensors for temperature, humidity, access control, leakage, and alarms.
  • Integrate rack-level fire detection and suppression for enhanced safety of ICT assets.
  • Execute the project strictly in line with BharatNet RFP technical specifications, documentation requirements.
  • Provide a long-term warranty and AMC framework ensuring sustained system performance for up to 10 years.
  • Scope of Work

  • Design & Engineering: Preparation of GA drawings, detailed BoQ, SOPs, installation guidelines, and test cases as per BharatNet RFP and site survey findings.
  • Rack & Infrastructure Deployment: Supply and installation of 6 server/network racks and 1 utility rack, complete with rack accessories, metered PDUs, structured mounting, and cable management.
  • Cooling System Implementation: Deployment of inline precision cooling units (20 kW each) with N+1 redundancy, including outdoor condenser units, copper piping, heaters, and refrigerant charging.
  • Monitoring & Safety Systems: Integrated central monitoring with environmental sensors, access control, leak detection, rack-based fire suppression, and rodent protection.
  • Testing of hardware and software components, generation of Configuration & Testing Reports.
  • Electrical & Surveillance Systems: Implemented power distribution, UPS output panels, cabling, earthing, HMI-based single-window monitoring, and IP CCTV surveillance.
  • Testing, Commissioning & Support: Conducted FAT, SAT, and commissioning with full documentation, followed by 1-year warranty and structured AMC (2nd–10th year) with SLA-backed support.
